Recently came across https://the-atlas.com/ which seems to be an initiative from the USA to help local governments connect around particular challenges and solutions.
Their catalogue of projects might have some interesting items related to the challenges and solutions in SCORE.
They also have a procurement toolkit which looks interesting. It has a series of questions and quizzes to fill in, to help structure procurements.
