Here are two procurement guides from Barcelona, one on ICT procurement and one on innovative procurement.
It would be interesting to see if we can pick up their work and continue developing the open source sections for it. These will be useful for SCORE partners who will not be hiring developers directly but will get third parties to help develop/implement open source software.

Hi all,
We have been working with representatives from over 30 municipalities to set up the governance and procurements around a shared open source backend component which is likely to scale to over 300 Dutch municipalities.
Here is a market consultation around how to set up the community, its governance and relationships with/between vendors which you might find interesting to take a look at!
